how traffic in san francisco.. part of the great highway in san francisco ... had to be shut down because of heavy flooding. kron-4's philippe djegal shows us... how traffic was affected ... and, he reports these closures happen more often than you might think. >> the rain started falling early friday morning here in the east bay. this is video from along highway 24 near the caldecott tunnell just after sunrise. slick conditions continued throughout the morning. it was also pouring rain further east along highway 4 in oakley, the california highway patrol says that at least two cars were involved young boy was flown to to john muir medical center. from sloat to lincoln the barricades turned cars around, asking drivers instead. >> we can still take any chances with overflow and make sure that it is cleaned out but we're just waiting for the water to subside. and allow traffic to get back in again. the department of public works collaborates with the taraval police substation on deciding when closing the great highway is appropriate. and, remember, whether crossing throug

and this san francisco. as we take a look at the satellite and radar picture the wet weather is still to the north. it is not in the bay area just yet but the increase in cloud coverage. the of tech in wind later tonight and of course we have wet weather that will make landfall. the futurecast. mainly through santa rosa, petaluma just a light rain to begin. as we go for overnight this yellow is indicating moderate/heavy. that will continue to grow its way south. approaching the golden gate it. everybody will wake up to showers with areas of heavy rainfall for tomorrow. keep your umbrella candy. it is going to be wet with 4 in. of rain fall in the north bay and 1 in.-3 in. everywhere else 54 degrees expected in fairfield. 57 in the pleasanton, vallejo, livermore, your kron 4 7 day around the bay wet weather will stick around into the weekend. it is certainly going to be wet. but the good news is that the temperatures are not that bad. with low 40's. as we go for this monday, the slight possibility of rainfall. however, sunshine possible for the afternoon. mostly sunny skies for christm

. a vote in san francisco or the board of supervisors is expected to make a final decision on a citywide ban on new duties. the meetings today there expecting many people who be disrobing once again as we saw last supervisors' meeting. several people took off their clothes at a board meeting but the board approved 65 and approval of this netted be banned in san francisco. if is finalized today it will take effect on february february 1st. five will start at $100 and go up with each additional offense. the ban will not be in force for major events like bay to breakers for the pride parade. >> backers of labor leader f x crawly who lost by 132 votes in his bid for district 7 supervisor will not move forward with a recount. it is too expensive. it will cost about $80,000 to manually rig count the more than 35,000 ballots that were cast in this election. norman yee is the official supervisor of district 7. it stretches from mount sutro to the seven cisco's to. >> a woman in a wheelchair is recovering this morning after being run over by muni try and last night. she is hit by the f market tre

the bay bridge and toll plaza and that traffic is moving along nicely on into san francisco with no major problems. we also have a look at 280 and san jose and 101 and 285 are off to a great start and hopefully it will stay this way but as more people get on the road, you know how it goes, we will have some more troubled spots. here is weather, steve? >>> clouds increasing later on and low clouds mainly out to the valley but the coastal fog is also coming back. we will get some clouds and an overnight brief rain. this is a really thin system but it is going to turn much colder. overnight lows will be if i having more rain and cooler weather is definitely in the mix. our system is here and by the time it arrives it will not do much but this is not a rainy pattern and the snow will be more of a powdery type by the time it gets here. 50s for many and 60s with a brief rain and much colder. 36 in napa, 39 in santa rosa and petaluma and santa rosa is reporting fog so be careful. get used to these readings low clouds, fog, chilly lows or cold lows. mid-50s and very low 60s. >> brief morning rain

after he took san francisco police on a chase that ended building and fire hydrant. thousands of gallons of water gushed into the city's market neighborhood. police were pulling the the driver drove off and he crashed. after the suspect was taken to the hospital and then taken into custody. police are investigating if drugs or alcohol were a factor in the collision. >>pam: bart is now considering charging you more money to park at its lots. kron 4's justine waldman tells us how much and what you can do to try and stop >> when parking rates went up at the daly city bart station in 2010, from 2 to 3 dollars a day. people stopped parking there. so bart brought the price back down. now bart is considering raising the rates at all its parking lots, by charging more for spaces based on demand. a full lot would cost more, >> i would not want to pay more. >> i do not want to see the rates go up. the increase could be as little as 50- cents. bart did have a budget surplus this year, those extra dollars went to fixing seats and adding air conditioning on the trains. bart wants to use the extra par

, california. they had almost a half inch, san francisco, almost an inch, not good on the roadways there and talk about bad roads, look at the next part here in the sierras. by the time this thing is done with them, five to even six feet of snow, so great for skiers, horrible as it's turned into a parking lot on some of their highways. that's is second storm. it has started. it'll cross over and here's where it gets interesting. earlier i said to dan and bianna, i said, geez, oh, pete. looking at some of the computer models. i got it a good old midwestern -- eastern oklahoma, some are over a foot of snow on christmas eve and christmas day. then you look into, and that's mostly christmas day, but watch this. as it moves, wednesday, ice up in the new england rain here and northeast. it finally exits thursday into friday. but that's when all the people are traveling. so we will keep an eye on it and more on the nation's weather coming up. >> ginger, i know you're excited about the weather when you say geez, oh, pete. i had to look it up online. it translates roughly into wow. >> that'

of people in san francisco are looking for a new home after a large fire destroyed three apartment buildings and damaged a fourth. that fire started inside an apartment on 23rd street near cap street around 9:45 yesterday morning. the smoke could be seen from some of our traffic cameras in san francisco. as you can see there the fire was out of control when croups arrive add the scene. >> all units on scene did a great job. it was a tough fire. they had to get in there and fight it aggressively. >> 100 firefighters responded to the scene. one was transported to the hospital because of exhaustion. no other injuries were reported. the american red cross provided hotel accommodations for 19 people last night. s cause of the fire has not been determined. >>> dianne feinstein says she is optimistic that some type of agreement will be reached to avert the fiscal cliff. both houses of congress will reconvene today. the senate is expected to work two hours from now. while president obama wants a tax increase for those earning $250,000 there is a proposal on the table that raises that income threshol
